How bad does welfare need to be reformed?

I am a laid off heavy equipment operator for a company that builds gravel roads and a bunch of other things. I recently got a job working at a little grocery store, and I am appalled at what I see. I see people come in and buy everything from soda to little debbie snack cakes to candy bars on food stamps. Then when they do want stuff that they can't use food stamps for like beer and cigarettes they just go take money off of there welfare card and buy the stuff. This to me is ridiculous I am all for feeding people that are actually starving, and I do feel that nobody in America should ever have to die of starvation, but out welfare system in my opinion is way to generous. What do you think?
