Are public school teacher performance evals racially coded like school report cards?

When I was in public school, after the state tests had been administered for the year the results would be broken down by race. Of course the results would be clified according to schools in the district, district standing statewide and the like, but I never could understand - in institutions where all of the students should be encouraged to strive for their personal best, what purpose do those statistics serve? If anyone could explain to me why this is so, in either case, I would appreciate it.
